The dedication of our volunteers allows vital City services to remain vibrant and intact.
The continued success of the volunteer program can be attributed to strong advocacy of volunteerism from leadership, talented Volunteer Resource Managers and the thousands of residents that dedicate their time to our organization. The quality of life here in Virginia Beach is second to none and much of that is thanks to the excellent services provided by our volunteers.

David Dzwonkoski began volunteering with the Office of Volunteer Resources in 2010, generously giving over 675 hours of his time — though those who knew him best would say that number was modest, as he often downplayed his service and underreported his hours with a humble smile. A 1975 graduate of Yale University, Dzwonkoski was an avid reader, a devoted animal lover, and a thoughtful presence in every room he entered.
He first served on Mary Russo’s “Volunteer Resources Management Leadership Team” and went on to become the marketing and communications administrator for the City’s Volunteer Program. For nearly 14 years, he served as the pagemaster and social media manager, helping shape the voice and visibility of volunteerism in Virginia Beach. Even as the role of pagemaster transitioned to the City’s Communications and the Information Technology (IT) teams, and OVR’s social media presence shifted to support the main City page, Dzwonkoski’s legacy of service, kindness, and quiet leadership continues to inspire all who had the privilege to work alongside him.
